Exhibit A <br />Juran & Moody Financial Advisors Assigned to the <br />City of Little Canada, Minnesota <br />Steven J. Mattson <br />Steven Mattson is a partner and owner of Juran & Moody, and has been with the firm <br />since 1972. He is currently a Vice President and the Department Head of the Public Finance <br />Department. <br />Mr. Mattson is a specialist in structuring bond issues and has extensive experience as a fi- <br />nancial advisor and bond underwriter. <br />Mr. Mattson's knowledge of both issuer and buyer needs allow him to structure issues that <br />achieve every possible benefit for the issuer, while still maintaining a high marketability to bond <br />underwriters. Mr. Mattson is a licensed Registered Representative, licensed Principal, and li- <br />censed Financial and Operational Principal with the National Association of Securities Dealers <br />(NASD). <br />Mr. Mattson is currently the lead financial consultant to the Cities of Apple Valley, Chaska, <br />Corcoran, Prior Lake, Spring Lake Park and Waite Park, along with numerous small cities under <br />the population of 5,000. <br />A native of Cokato, Minnesota, Mr. Mattson received his undergraduate degree in Finance <br />and Economics from St. Cloud State University. He was involved with the Big Brothers <br />Program for many years, and is currently an active member of the Rotary Club of Apple Valley, <br />Minnesota. For the last three years Mr. Mattson has been the Director of the International Youth <br />Exchange Program. <br />Edward W. Brownell. III <br />Edward Brownell is a vice president of Juran & Moody and has been with the firm since <br />1975. <br />He is a specialist in advanced refundings, defeasances and other aspects of debt structuring <br />and management. He is also an expert in the structuring of housing issues; 501(c)3 not - for - profit <br />corporation issues and other types of conduit financing; and the issuing and marketing of tax - <br />exempt issues. <br />He has 20 years experience in public and private finance and has worked for Merrill, <br />Lynch, Pierce, Fenner and Smith; John G. Kinnard and Co.; and Gabberts; in addition to Juran <br />& Moody. <br />He is currently a member of the regional mediation committee of Municipal Securities <br />Rulemakers Board. He is also a member of the citizen's advisory committee for Rice Creek <br />Watershed District in Hennepin County, and is active in city council and school board elections. <br />Juran & Moody, Inc. <br />Page 16 <br />
