`CJG 4 G 25 /i14 ceanada
515 Little Canada Road, Little Canada, MN 55117 -1600
(612) 484 -2177 / FAX: (612) 484 -4538
MEMORANDUM
TO: Mayor Hanson and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: February 8, 1991
RE: Grand Pre Retrofitting Agreement
MAYOR
Raymond G. Hanson
COUNCIL
Beverly Scalze
Bill Blesener
Rick Collova
Jim LaValle
ADMINISTRATOR
Joel R. Hanson
As you will recall, the City entered into an agreement with
the owners of the Grand Pre apartment building governing
the retrofitting of the building which was damaged by fire
in 1990. The City had contemplated that this agreement
would be recorded against the property in order to ensure
its enforceability should the owners of the Grand Pre
building sell the property to another entity before work
was completed. During our attempt to have the agreement
recorded, we met with significant resistance on the part of
Mr. Glasrud. His position is that he did not agree to
having this document recorded against his property and he
is also concerned about the "clouds' that would place on the
title.
Attached is a letter we
to address this concern.
indicating his position
without City approval.
presently contemplated.
recently received from Mr. Glasrud
With this letter, Mr. Glasrud is
that the property will not be sold
It is also noted that no sale is
It is my opinion that this letter coupled with the executed
agreement is acceptable to ensure enforcement of our
retrofitting agreement. As long as Mr. Glasrud remains in
ownership of the building, no issue exists. Furthermore,
he is making good progress regarding the completion of the
retrofitting and once work is completed, the agreement is
no longer needed.
P #n'° 54
