(2) Each license shall be issued to the applicant only and <br />shall not be transferrable to another holder. Each license <br />shall be issued only for the premises described in the <br />application. No license may be transferred to another place <br />without the approval of the Council. Upon the death of an <br />intoxicating liquor licensee, his or her personal representative <br />may continue operation of the business within the terms of the <br />license fo - .eriod of up to but not exceeding 90 days. <br />ONS INELIGIBLE FOR LICENSE. No license shall <br />or held by any person who: <br />(1) Is under 21 years of age; <br />(2) Has, within five (5) years prior to the application <br />for such license, been convicted of a felony, or of violating <br />any law of this State or local ordinance relating to the <br />manufacture, sale, distribution, or possession for sale or <br />distribution of intoxicating or nonintoxicating liquor, and <br />cannot show competent evidence under Minnesota Statutes §364.03 <br />of sufficient rehabilitation and present fitness to perform the <br />duties of an intoxicating liquor licensee; <br />(3) Is a manufacturer of intoxicating liquor or is <br />interested in the control of any place where intoxicating <br />liquor is manufactured; <br />(4) Is not a citizen or resident alien; <br />(5) Is not of good moral character; <br />(6) Is not the proprietor of the establishment for which <br />the license is to be issued; <br />as been convicted of violating any law of this State <br />or ordinance relating to the keeping, possession, or <br />o ion on the licensed premises of any gambling device as <br />defined in Minnesota Statutes §349.30. <br />703.100. CONDITIONS OF LICENSE AND GROUNDS FOR SUSPENSION <br />OR REVOCATION. <br />(1) Every license shall be granted subject to the <br />conditions in the following paragraphs and all other provisions <br />of this ordinance and of any other applicable ordinances of City <br />or State law. <br />(2) Compliance with financial responsibility requirements <br />of State law and of this ordinance is a continuing condition of <br />any license granted pursuant to this chapter. <br />Page 33 <br />
