MINUTES <br />CITY COUNCIL <br />JULY 24, 2013 <br />CALL FOR <br />WORKSHOP <br />MEETING <br />PIONEER <br />PARK <br />USAGE <br />POLICY <br />The City Administrator requested that the Council call for an Information <br />Update Workshop to discuss topics such as Financial Planning "What Ifs ", <br />quarterly financial reports, Owasso - Woodlyn area redevelopment, and <br />others yet to be determined. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -7 -137 — CALLING AN INFORMATION <br />UPDATE WORKSHOP FOR WEDNESDAY, AUGUST 14, 2013 AT <br />6:00 P.M. AS RECOMMENDED BY THE CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reviewed the Pioneer Park Usage Guidelines <br />recommended by the Parks & Recreation Commission which would then <br />be used in considering future usage requests for Pioneer Park. The <br />consensus of the Council was that the guidelines did not contain any <br />criteria for use in considering requests to use Pioneer Park. Boss asked the <br />reason for developing this guideline. The Administrator reported that a <br />party requested to use the facility for a for - profit fast pitch clinic league. <br />Participants would be from a wider area than just Little Canada. The <br />requesting entity was willing to pay for the usage of the facility. The <br />Administrator noted that there was concern expressed with over - <br />programming of the facility as well as with potential neighborhood <br />impacts. The Administrator indicated that when the facility was <br />developed there were some indications to the neighborhood about <br />minimizing impacts on them. The Administrator stated that after meeting <br />with the entity requesting to use the facility, it was his suggestion that a <br />usage policy be developed similar to what is in place for the usage of the <br />City Center. <br />It was the consensus of the Council that specific criteria should be a part <br />of the usage policy. McGraw also stated that he would like a better <br />understanding of what was promised to the neighborhood when the facility <br />was constructed. Keis suggested that based on the current environment, it <br />may be time to consider whether or not to revisit those promises. <br />Boss asked what the park usage fees were. The Administrator was not <br />sure, but thought that usage fees are built into the various league fees. <br />Blesener indicated that he was at the park when it was being used for an <br />outside tournament, and felt the tournament sponsors were not doing a <br />13 <br />
