Hanson, City Administrator <br />DATE: February 7, 1992 <br />RE: Animal Control Contract <br />At the Council Meeting of January 8, 1992, the City Council <br />adopted the following resolution: <br />RESOLUTION NO. 92 -1 -18 - AWARDING LITTLE CANADA'S 1992 <br />ANIMAL CONTROL CONTRACT TO THE HUMANE SOCIETY OF RAMSEY <br />COUNTY AND AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR TO <br />EXECUTE THE CONTRACT ON BEHALF OF THE CITY. <br />At that meeting Council Member LaValle raised the concerns <br />regarding the Sheriff's Department responding to emergency <br />call -out situations that would not be covered by the Humane <br />Society. The Sheriff's Department indicated to the Humane <br />Society that they would handle these types of situations if <br />the City so desired. Upon further review of this issue <br />with other members of the Sheriff's Department, I have <br />learned that it was indicated to the Humane Society that <br />they would respond on the basis stated. However, it <br />appears that this does present significant problems in <br />terms of response time, training, and availability of <br />necessary equipment. <br />Another issue which developed was that the City Attorney <br />upon further review of the contract was concerned about our <br />ability to cancel our agreement with Animal Control <br />Management. <br />Given both of these factors, it is my recommendation that <br />we rescind Resolution #92 -1 -18 and maintain animal control <br />services with Animal Control Management for 1992. It would <br />be my further recommendation that we continue to explore <br />the possibility of utilizing the Humane Society in this <br />capacity for 1993 and future years subject to being able to <br />adequately address all issues regarding the provision of <br />this service. <br />Page. 18 <br />
