Hanson <br />in 1991, the Wetland Conservation Act was passed to take <br />place in two phases. The first phase is an interim program <br />prohibiting wetland alteration which began January 1, 1992 <br />and lasts through July 1, 1993. After July 1, 1993, the <br />second phase would begin...a permanent program. The <br />program provides exemptions and also allows land owners to <br />replace wetlands through an approved replacement plan. At <br />this point in time, the Ramsey Metro Watershed has been <br />acting as the Local Government Unit for Little Canada and <br />has performed the permitting in regards to the wetlands. <br />Every city has designated the Watershed as the Local <br />Government Unit. The City of Little Canada was to <br />undertake the permitting of the program and plan approval <br />for the program. The City would have to administer a water <br />management program which if you recall was proposed at one <br />time to the City to be done by SEH at a cost of <br />approximately $35,000. To reiterate, the Watershed has in <br />the past enforced the permitting and has overseen the <br />plans, excavation and filling of any areas that could alter <br />wetlands. They have provided this at no cost to the City. <br />If Little Canada takes on permitting, it will only <br />duplicate what the Watershed will still be doing. <br />During the interim period of January 1, 1992 until July 1, <br />1993, I would like to recommend that the Watershed <br />represent the City as the Local Government Unit to <br />administer the interim provisions of the Act. Cliff <br />Aichinger of the Watershed has informed me that this will <br />be done at no cost to the City and that the Watershed only <br />needs a copy of a resolution proposing that the Watershed <br />perform the administration of the interim provisions of the <br />Act. <br />DBH:kpv <br />Page 23 <br />
