Hanson <br />Pursuant to direction from the Council during last year's <br />budget process, we have been evaluating our contract for <br />animal control services. It has been our conclusion that <br />this service needs to be provided and that the costs that <br />we have been paying is apparently the minimum. Other <br />available options for this service were nonexistent. <br />Another option has now become available. That would be to <br />contract with the Humane Society of Ramsey County. I have <br />met with their executive director to develop a proposed <br />contract. This has been largely completed and a final <br />draft will be available for Wednesday's meeting. <br />While I have not generated any significant savings over our <br />present arrangement, it is my feeling that by contracting <br />with HSRC, we will be significantly improving the level of <br />service available to our residents given their excellent <br />reputation in animal control matters. <br />The one significant difference in their contract versus <br />that of our present provider is that they will not be <br />available for 24 hour call. Upon our research of the usage <br />of this feature, we have found that little activity takes <br />place beyond normal business hours. HSRC's normal business <br />hours will be 9:00 p.m. - 6:00 p.m. on Tuesday through <br />Friday and 11:00 a.m. to 5:00 p.m. on Saturday and Sunday. <br />In the event that an emergency situation arises regarding a <br />violent or injured animal, the Sheriff's Department would <br />be contacted to respond. I will discuss this with <br />Commander Bergeron to ensure that this presents no <br />problems. Assuming that to be the case, it would be my <br />Page 14 <br />
