In the past, this provision has be interpreted to mean that when <br />Ramsey County assumes responsibility for services previously <br />provided by a city it would maintain the same level of services as <br />provided by the municipality. This provision was used in 1988 <br />when Ramsey County assumed the responsibility of providing <br />environmental health services for the City of Roseville. Existing <br />St. Paul legislative codes /ordinances related to public health <br />would need to be added to the Ramsey County codes. <br />9. Necessary operating capital, for cash flow purposes, will be on <br />hand at the time of implementation. <br />Discussion: Operating capital for cash flow purposes are needed <br />to get through to the point when revenues are received. <br />Typically, revenue from local tax levies become available in May. <br />Formula for estimating operating capital: Total budget for City <br />public health functions divided by 12 months equal average monthly <br />expenses times 5 months equal estimated operating capital. <br />$7,885,421 / 12 - $657,118 x 5 - $3,285,592. <br />Estimated operating capital - $3.3 million. <br />This is a general estimate.
