'NA Northwest Associated Consultants, Inc. <br />C U R B A N P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: 9 March 1992 <br />RE: Little Canada - St. Jude Medical <br />Rezoning /PUD <br />FILE NO: 758.09 - 92.04 <br />BACKGROUND <br />St. Jude Medical is proposing to purchase and develop the <br />"Grieman" site at the southwest quadrant of Highway 36 and <br />Interstate 35E. The purpose of the site would be essentially for <br />manufacturing. This development requires a rezoning and the <br />approval of a Planned Unit Development. The site would be <br />rezoning from R -1, Single Family to PUD, Planned Unit Development <br />District. <br />This site was approved for rezoning and PUD development by Don <br />Bachmeier, who intended to develop an office - warehouse complex on <br />the property. Although it was approved, the development did not <br />proceed and the City's approvals lapsed. However, the TIF <br />District, which was established on the site, continues to run. <br />This application is for a "re- approval" of the rezoning and for <br />Concept Stage approval of the PUD. <br />ANALYSIS <br />Rezoning. The site is zoned R -1, Single Family as noted above. <br />The Zoning Ordinance highlights five primary factors for <br />evaluation of zoning amendments. These are cited below: <br />1.
