Three loading areas are shown on the plan. One of the two to the <br />north side of the building is accessible to a lower level of the <br />structure. Although on the Highway 36 side of the building, <br />neither would appear to be visible from the highway traffic due <br />to the grade and a proposed retaining wall. The third loading <br />area is to the west side of the building. View of this area from <br />the highway may be screened as well, however, -the plan is less <br />clear on this issue. <br />To the west of the building is an outdoor tank storage yard of <br />approximately 12,000 square feet. This area is under 20 percent <br />of the building's size. For review comparison, the I -P, <br />Industrial Park District allows an outdoor storage area of up to <br />75 percent of floor area. This area should be secure and fully <br />screened from view. <br />The plans indicate a green area of 62 percent, plus an additional <br />11 percent left in ponds and wetlands. Detailed landscape plans <br />will be required as a future stage of the PUD processing. A <br />major positive of the development plan is the preservation of the <br />site in that up to half of the site will be outside of the <br />developed area, to be left in its existing state. <br />RECOMMENDATION <br />We recommend approval of the rezoning from R -1 to PUD District <br />based on past actions and the City's stated development goals for <br />the area. We further recommend approval of the Concept Stage PUD <br />as submitted with the following comments: <br />1. Complete screening of the outdoor storage area. <br />2. Approval of the grading and Wetland Impact Plans by the <br />Watershed District. <br />3. Inclusion of one additional connector driveway between <br />parking lots. <br />4. Compliance with Ramsey County Highway Department <br />requirements for County Road access. <br />5. Comments by other City Staff. <br />Page 33 <br />
