DEPARTMENT OF THE ARMY
ST PAUL DISTRICT. CORPS OF ENGINEERS
180 E KELLOGG BLVD., ROOM 1421
ST PAUL. MINNESOTA 55101.1479
April 7, 1992
REPLY TO
ATTENTION OF
Construction- Operations
Regulatory (92- 03547- NP -JJY)
John Low and Associates
Attention: John Low
300 Industrial Boulevard Northeast
Minneapolis, Minnesota 55413
Dear Mr. Low:
We have reviewed the information provided us about a project to build a
house (the Joe Francis house) and regrade Lot 2, Block 3, Lake Gervais
Peninsula, in the NE 1/4 NE 1/4 Sec. 8, T. 29 N., R. 22 W., Ramsey County,
Minnesota.
We have not inspected the site, but none of the wetland inventory maps,
the soil survey map, or other sources suggest that any wetlands are on the
site. It is possible that some of the site may have been wetland previously
but has since been filled, although none seem to have survived. (Even if a
small wetland remnant was on the lot, the small amount of fill would be
authorized under a nationwide permit.)
The work proposed at the location stated is not within the regulatory
jurisdiction of the Corps of Engineers. No work will be done in a navigable
water of the United States, and no dredged or fill material will be placed in
any water of the United States, including wetlands. Therefore, a Department
of the Army permit is not required to do this work.
This letter is valid only for the project referenced above. If any
change in design, location, or purpose is contemplated, contact this office to
avoid doing work that may be in violation of Federal law. PLEASE NOTE THAT
THIS CONFIRMATION LETTER DOES NOT ELIMINATE THE NEED FOR STATE, LOCAL, OR
OTHER AUTHORIZATIONS, SUCH AS THOSE OF THE DEPARTMENT OF NATURAL RESOURCES OR
COUNTY.
If you have any questions, contact Joe Yanta in our St. Paul office at
(612) 220 -0362.
Sincerely,
' :r
Bken A. W`'
ogat,
Chief, Regulatory Branch
Construction- Operations Division
Page •13
