Director, Girls Activities <br />MEMORANDUM <br />TO: Mayor & City Council <br />FROM: Jim Morelan, Parks & Recreation Director <br />DATE: July 22, 1992 <br />RE: Thunder Bay Trail /Otto Landscaping <br />I will not be able to be in attendance at tonight's meeting <br />due to a previous commitment. However, I would like to <br />share my perspectives regarding the recommendation of the <br />Parks and Recreation Commission to landscape the <br />above - referenced property. <br />1. I do agree with the Parks and Recreation <br />Commission's recommendation. <br />2. I feel there are extenuating circumstances to this <br />proposal that make this situation different or <br />somewhat unique from other possible similar <br />situations. <br />a. The property owners involved are experiencing <br />people accessing the trail on the opposite <br />side of their home from where the trail abuts <br />the street. This is caused by the angle of <br />the property line on the "trail side" of <br />their house not being at a 90 degree angle to <br />the trail behind their home, making it a <br />further "out of the way" connection. <br />Children see nothing to discourage them from <br />cutting through on the east side of the Otto <br />home, across their lawn, to access the <br />trail. The majority of the proposed <br />landscaping is designed to correct this <br />problem. <br />b. The pond behind their house causes more of a <br />concentration of children playing near the <br />water in this area than in most of the other <br />trail systems.
