MINUTES <br />CITY COUNCIL <br />MARCH 11, 1992 <br />RECESS <br />Mr. Biesener introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 92 -3 -85 - CONTINUING THE PUBLIC HEARING <br />ON THE RYAN INDUSTRIAL PARK IMPROVEMENT UNTIL APRIL 8, <br />1992 PENDING A RECOMMENDATION FROM THE PROPERTY OWNER <br />COMMITTEE ON THIS MATTER <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) Blesener, Scalze, Hanson, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />At this point in the meeting, 9:40 P.M., the Council <br />took a short recess. The meeting was reconvened at <br />9:50 P.M. <br />REGIONAL Mike Opatz and Randy Rosvold of the Regional Transit <br />TRANSIT Board appeared before the Council to review the <br />BOARD RTB's Vision for Transit, a comprehensive transit <br />planning and policy program that describes the impact <br />and role that transit will play in the Twin Cities over <br />the next ten years. <br />Rosvold explained the existing transit system which <br />serves Little Canada includes regular bus route <br />service, the Roseville Circulator, Metro Mobility, etc. <br />Rosvold explained the key elements of the Vision for <br />Transit which include developing travel demand <br />management and rideshare, expansion of the Roseville <br />Circulator service, restructuring and improvement of <br />local service, development of transit hubs, <br />implementation of light rail transit, enhancement of <br />accessible service, expanded express service, <br />infrastructure improvements, and continuing alternative <br />fuels research. <br />Collova asked the cost of riding the Roseville <br />Circulator. <br />Rosvold replied that fares for the Roseville Circulator <br />are the same as regular fares, that is 85 cents one <br />way. It was explained that only about 35% of the <br />actual cost comes from the fare box, while 65% of the <br />cost of public transportation is public subsidy. <br />Biesener stated that he does not see a lot of <br />passengers on the Roseville Circulator. <br />Rosvold agreed, and stated that because of the low <br />ridership, the RTB is asking for help in doing <br />additional marketing.
