June 29, 1992 <br />City Council Members <br />City of Little Canada <br />515 Little Canada Road <br />Little Canada, MN. 55117 -1690 <br />Dear City Council Members, <br />2 1 " <br />451 TAFT STREET N.E. • SUITE *7 • MINNEAPOLIS, MINNESOTA 55413 <br />PHONE (612) 560.4962 <br />I am contacting you in regards to your city ordinance prohibiting <br />blackjack tables in non - intoxicating and intoxicating liquor <br />establishments (Ordinance No. 302, section 701.170 and section <br />703.070). <br />My name is Marij Greeman, owner of "Play 21 ". 'tray 21" is a <br />business that owns and operates blackjack tables with trained dealers <br />in night spots around the metropolitan area. The "Play 21" blackjack <br />tables are a means of entertainment designed to create a following in <br />the night clubs which .,.ley are placed. The game is operated with the <br />same rules as Las Vegas with the exception that NO merchandise or cash <br />is given to a player as a result of their skills. <br />In 1988, we had requested the opportunity to place blackjack tables in <br />the City of Little Canada. This request was denied. Shortly <br />thereafter, Ordinance No. 302, was adopted. I am now requesting that <br />this ordinance be reconsidered to allow "Play 21" to practice business <br />in your city. There is a large interest in the services we offer with <br />many of the businesses within the City of Little Canada. <br />Since I began my business, in the summer of 1987, I have had no <br />conflicts with the state or any city we are located in.
