c4 a 114 Cealia /a
515 Little Canada Road, Little Canada, MN 55117 -1600
(612) 484 -2177 / FAX: (612) 484 -4538
MEMORANDUM
TO: Mayor & City Council
FROM: Dave Harris, Public Works Superintendent
DATE: June 5, 1992
RE: Amendment to Water Ordinance
MAYOR
Raymond G. Hanson
COUNCIL
Beverly Scalze
Bill Blesener
Rick Collova
Jim LaValle
ADMINISTRATOR
Joel R. Hanson
After a discussion with Frank Graczyk and looking through
our water ordinance, I have found that there is no section
pertaining to maintenance and repair of fire hydrants on
private property. This was brought to my attention by the
Fire Department who informed me that they attempted to hook
up to a hydrant during a training session and found that
they could not use the hydrant because it was not up to
City standards.
In an effort to bring all the hydrants in the City into
compliance, we would have to amend the water ordinance
giving the City permission to go on to private property to
perform said maintenance. .I have called several other
cities regarding this issue to ask if they charge any costs
of maintenance, repairs or parts to property owners. The
general consensus is for normal maintenance (i.e. flushing
and lubricating), there is no charge. However, if there
are any parts needed, then property owners are billed on a
time and material basis.
At this point in time, I would like to recommend to the
City Council that our water ordinance be amended to state
that private hydrants as well as City -owned hydrants should
be maintained by the City's Public Works Department and if
there are any parts or materials needed on the private
hydrants, payment for the parts, materials and labor will
be the property owner's responsibility. If you have any
questions regarding this issue, please feel free to contact
me at your earliest convenience.
DH:kv
Page 17
