Mayor & City Council <br />October 23, 1992 <br />Page 2 <br />Based on our analysis of the situation, the committee felt <br />it would make the most sense to recommend an ordinance <br />revision that sets a flat $300 per session rental rate or <br />the amount allowed by State rules for space of not more <br />than 12,000 square feet, whichever is greater. (Presently, <br />$400 is the rate allowed for space in excess of 12,000 <br />square feet which is the situation with the current bingo <br />hall. $300 is the rate for a bingo hall with just under <br />12,000 square feet.) The basis for this recommendation is <br />that of the other bingo hall licenses we looked at, the <br />vast majority were for leased premises of not more than <br />12,000 square feet. By incorporating the rates as allowed <br />by State rules, should the rules change and allow a higher <br />rent, our ordinance would automatically allow for that <br />increase as well. The attached ordinance is the result of <br />our recommendation. <br />In discussing the issue of rent regulation related to <br />charitable gambling, two other issues surfaced which may <br />warrant further analysis by the City. They relate to rent . <br />at pull tab sites and compensation of gambling officials. <br />The reason for considering these items relates to one of <br />consistency in our approach to regulatory issues which <br />affect the use of proceeds by charities who conduct lawful <br />gambling.
