Mayor & City Council
October 23, 1992
Page 2
Based on our analysis of the situation, the committee felt
it would make the most sense to recommend an ordinance
revision that sets a flat $300 per session rental rate or
the amount allowed by State rules for space of not more
than 12,000 square feet, whichever is greater. (Presently,
$400 is the rate allowed for space in excess of 12,000
square feet which is the situation with the current bingo
hall. $300 is the rate for a bingo hall with just under
12,000 square feet.) The basis for this recommendation is
that of the other bingo hall licenses we looked at, the
vast majority were for leased premises of not more than
12,000 square feet. By incorporating the rates as allowed
by State rules, should the rules change and allow a higher
rent, our ordinance would automatically allow for that
increase as well. The attached ordinance is the result of
our recommendation.
In discussing the issue of rent regulation related to
charitable gambling, two other issues surfaced which may
warrant further analysis by the City. They relate to rent .
at pull tab sites and compensation of gambling officials.
The reason for considering these items relates to one of
consistency in our approach to regulatory issues which
affect the use of proceeds by charities who conduct lawful
gambling. Direction from the full City Council would be
needed before further study would be conducted on these
issues.
JRH:kpv
Enclosures
Page 49
