Hanson <br />Attached is a letter from Ramsey County Engineer Paul <br />Kirkwold referring to Functional Consolidation of Roadways. <br />A key factor if this consolidation is to occur relates to <br />changes in the allocation of Municipal State Aid (MSA) each <br />city is receiving. For the turnbacks to occur, there will <br />have to be an increase in revenues to allow for the <br />maintenance associated with these of roadways. <br />The purpose of the attached resolution is to ask for an <br />additional allocation of roadway system mileage. This <br />would in turn generate additional state aid dollars used to <br />help maintain roads associated with the consolidation. <br />Based on our analysis of the situation and on the <br />discussions between other cities, it would be the <br />recommendation of Staff that we would adopt this resolution <br />as proposed. Should the additional funding associated with <br />the functional consolidation not be forthcoming, then the <br />proposal will not proceed. <br />Page 24 <br />
