B. Land Use <br />1. Current Land Use <br />The proposed site is to be located within a <br />Residential- Business Zoning District of the City of <br />Little Canada. The property is vacant, surrounded <br />by commercial and senior housing land uses. <br />Little Canada Road, a major collector street, is <br />just 200 feet from this property. The parcel is <br />served by Market Place Drive which also serves <br />several commercial uses in the immediate area. <br />2. Proposed Use <br />The proposed development project will consists of a <br />single building housing over 90 senior apartments. <br />The City's Comprehensive Plan and Zoning Ordinance <br />encourage senior housing in this area. The project <br />is an allowed use in the R -B, Residential - Business <br />Zoning District. <br />The project will be developed in full conformance <br />with the zoning district and general performance <br />standards of the Little Canada Zoning Ordinance. <br />C. Development Activities <br />1. Public Activities <br />The City proposes to assist private development by: <br />a. Site Improvements. The City proposes to pay <br />for approximately $430,000 in sewer and water <br />work, curbing, parking lot and landscaping, <br />roads and walkways and building footings. <br />b. Land Acquisition. The City proposes to pay <br />approximately $270,000 in land acquisition <br />cost in order to provide the development site <br />to the developer at a nominal price. <br />2. Private Activities <br />Presbyterian Homes of Minnesota has proposed to <br />develop a 92 unit elderly housing project on a <br />currently vacant and underutilized parcel. The <br />development site is a 3.5 acre parcel near the <br />intersection of Rice Street and Little Canada Road <br />(see Exhibit A - Project Vicinity Map).
