Under the authority of <br />Minnesota Rules Part 6120.2800, Subp. 2, you are hereby notified that your City /County must <br />upgrade its land use controls or shoreland ordinance by September 1, 1994, to comply with the <br />new rules. <br />The rules were developed through a consensus process by 23 groups representing diverse <br />interests from agriculture and environment to local and state governmental agencies including <br />the Department of Natural Resources. A series of ten hearings before an Administrative Law <br />Judge in the fall of 1988 completed the public review process. <br />Notification and grant authorization is limited to counties and cities. Counties with townships <br />currently administering local zoning controls should notify their townships of the need to adopt <br />compliant shoreland ordinances and other land use controls (floodplain, wild and scenic rivers) <br />at the same time that the county upgrades its ordinance. This will allow the Townships to <br />maintain their zoning independence, if they so desire. Grant money is available to assist the <br />county in coordinating with its townships and municipalities that are also at work in adopting <br />the new rules. <br />The Legislature has provided grant monies to assist local units of government in adopting the <br />new shoreland rules. A grant application form is enclosed.
