Hanson <br />Please find attached a copy of a report regarding <br />Past /Future MSA Allocation /Commitments prepared by Tautges, <br />Redpath & Company, Ltd. Bob Voto has been preparing this <br />report for the past number of years in order to guide the <br />City in maximizing it's utilization of our MSA allocation. <br />On page 11 of the report, there are three actions requested <br />of the City Council. The first is to approve the overall <br />plan on a conceptual basis. Second is to approve the <br />continued draw down of MSA allotments for "past bond <br />interest" for the years 1993 through 1996 and to approve <br />the designated excess MSA allotments for the Demont Avenue <br />project (1986 -7) to finance various construction project <br />deficits detailed in the report. <br />The actions outlined by Bob Voto allow the City to do the <br />following: <br />* Recover past bond interest which can be applied to <br />future road improvement projects. This is one of <br />the sources of funds I would propose to use to <br />fund the City's share of costs for upcoming road <br />and storm sewer improvements. <br />* Provide for the payment of current bond interest <br />pursuant to debt service obligations. <br />* Provide an adequate source of funding for future <br />MSA system improvements. <br />* Make available future portions of MSA allotments <br />for use in general street maintenance activities <br />which will assist general fund expenditures. <br />Page 30 <br />
