Mr. Joel Hanson, City Administrator <br />City of Little Canada <br />Page 9 <br />Major Projection/Speculation Considerations: <br />The contents of this report and the attached schedules are based upon historical data through 1991 <br />plus pr iected/ sti ated/speculated data thereafter. One of the major elements estimated was the <br />future land of MSA Construction /Maintenance Allotments. <br />The City's annual MSA Construction /Maintenance Allotments has varied greatly over the past few <br />years as follows: <br />Year Amount % Change <br />1988 $157,160 26% <br />1989 229,845 46% <br />1990 174,608 (24 %) <br />1991 149,267 (15 %) <br />1992 208,960 40% <br />The City's annual allotment is determined based upon a multiple of factors. We have not <br />determined why past allotments have varied so greatly. Accordingly, we cannot be certain of <br />future allotment levels. The projections contained in this report are based upon future allotments <br />(1993 through 2000) of $175,000 per year. This level may or may not be correct. This City <br />should attempt to monitor future levels (based upon preliminary State data as it is made available) <br />and revise these projections accordingly. <br />The State and City data contained in the attached Exhibits details the City's annual MSA allotment <br />to its primary components. Some of this data (population factors) is easily analyzed. Other factors <br />(25 -year construction needs) are not so readily analyzed. May I suggest a meeting with the City's <br />engineers before we attempt to fully analyze /understand this situation. <br />Special Timing Consideration: <br />MSA allotments from the State are limited and the exact level of annual allotments requires <br />speculation. The City has one major past project (19843 Bridge Repair) which has yet to be <br />actually financed with MSA construction draw down. More important, the exact amount of such <br />financing (i.e. eligible costs) is still speculative. If the City can resolve this situation, the <br />remaining MSA projections will become more definitive. <br />The City has one current MSA construction projection in process (1989 -23 Country Drive) plus <br />another project in the planning stages (1992 -XX LaBore Road). The uncertainties relating to the <br />Bridge Repair Project (i.e. timing and amounts) requires careful consideration of the timing of all <br />other City/MSA Projects. Accordingly, the City should continue to "appropriate future MSA <br />allotments" for all proposed/future MSA projects. This matter should also be discussed (and <br />clarified) with the City engineers. <br />Page 40 <br />
