Hanson <br />Please find attached the proposed 1993 salary scales for <br />City employees. These have been prepared utilizing <br />comparable market data from other cities as well as <br />information provided in the Stanton Report which is the <br />Twin City Metropolitan Area Salary Survey for cities and <br />counties. <br />Exclusive of seasonal employees, the City Administrator, <br />and Parks and Recreation Director, base payroll after <br />allowing for step increases which would have been attained <br />in 1993 before any adjustments results in an increase of <br />2.9 %. It is this percentage that most cities discuss when <br />talking about salary adjustments. <br />Another item related to the compensation package for <br />employees deals with health insurance costs. Presently, <br />the average cost per employee for health insurance <br />exclusive of the City Administrator and one employee who <br />has only single coverage is $312.29. It is expected that <br />we will see a 15% increase in these rates. This means the <br />1993 average cost per employee will be $359.13. <br />Based on the cap of $34,700 that was placed on City health <br />insurance costs, the employees are now paying $41 per month <br />for this coverage. As a result, the City is picking up <br />$271.29 of health insurance costs for each employee with <br />dependent coverage. In reviewing the Stanton Report for <br />similar benefits, I determined that the average <br />contribution by other cities is $250.92. Therefore, Little <br />Canada has been paying an additional $20.37 more than the <br />average in this regard. If rates increase to $359.13, the <br />Page 4 <br />8 C20,e,0 <br />
