PUBLIC WORKS FACILITY PROJECT <br />Conditions of City Infrastructure and Need for the Projects <br />The current public works building is in poor condition and is in an <br />undersized 34 -year old steel building. Due to the increase in demand, <br />additional space will be needed for a building to house additional equipment <br />for the community's needs. The ongoing increasing demands for service <br />and additional space needs to accommodate staff, equipment and materials <br />support the need for a new public works building. <br />Demand for Projects <br />Due to increasing public awareness, a new building is required to meet the <br />demands of expected population growth to better serve the public works <br />department's growing needs. However, if the population stays static, the <br />existing residence will benefit from improved services. Nothing in the <br />building plan is intended to encourage development. <br />Estimated Cost of the Projects <br />See Project Summary for details of all project costs. <br />Availability of Public Resources <br />The public works project is being funded with bond proceeds. The City <br />currently owns the property at 2858 Centerville Road. Access to the <br />property would have to be formalized with Ramsey County and additional <br />outside storage areas would have to be designed not to negatively impact <br />surrounding properties. The financial impact would be upon the general <br />taxpayer who would pay for the project through a property tax increase <br />because the amount of money could not be paid through City reserves. <br />However, the City intends to offset a portion of the property tax increase <br />with previously budgeted funds and with net revenues appropriated from its <br />water and sewer system. <br />Level of Overlapping Debt <br />The City currently has no overlapping CIP debt. <br />Ehlers & Associates, Inc.
