MINUTES <br />CITY COUNCIL <br />AUGUST 14, 2013 <br />OWASSO/ <br />WOODLYN <br />REDEVE- <br />LOPMENT <br />CANADIAN <br />DAYS <br />CELEBRATION <br />BRINGS <br />PROPERTY <br />TENANT <br />WINTER <br />PROPERTY <br />The Administrator reported that he received a call from Mark Fable of <br />McGough indicating that he has direction from their management team <br />relative to their property being part of the Owasso /Woodlyn Avenue <br />redevelopment. He indicated that he would get back to the City next week <br />with that information. <br />The Administrator also indicated that City staff has a code enforcement <br />meeting with the owners of the Tachney property scheduled for next week. <br />The City Administrator reviewed his suggestions for the 2014 Canadian <br />Days Celebration which include additional lighting near the Spooner Park <br />garage, enforcement of the posting of Eli Road as a one -way street during the <br />event, road closure modifications as part of the parade, and stricter <br />enforcement of the bringing in and consumption of alcohol that was not <br />purchased on site. The Council agreed with the Administrator's suggestions <br />and instructed him to work toward implementation. <br />Blesener noted the need to install a paved slab at the front of the Spooner <br />Park upper pavilion and there is a tripping hazard as people step off the <br />pavilion concrete onto a washed out area. The Administrator indicated that <br />this slab could be included in the project to replace the City Center front <br />walk. <br />Blesener also recommended that the City obtain some Thunder Bay flags and <br />these, as well as some City flags, be added along the parade route. <br />The Administrator reported that the commercial tenant at the Brings <br />property has asked to stay at the property to an additional year. This tenant is <br />to vacate the property by September 1, 2013. The Administrator noted that <br />no rent is being collected from either the commercial or the residential tenant. <br />Given the City's filing for tax exempt status on this property, no rent will be <br />collected. It was the consensus of the Council that these tenants should <br />vacate the property on September 1s` as was agreed to at the time the City <br />purchased the property. <br />The City Administrator reported that Betty Winter has asked if the City <br />would be interested in purchasing her property. The family currently has it <br />listed for $495,000, and the County's Estimated Market Value (EMV) is <br />$256,200. Ms. Winter reports that there have been no inquiries about the <br />property. The Administrator indicated that John Arckell has indicated <br />interest in assembling a site in this area for an assisted living development. It <br />5 <br />
