The original moratorium ordinance <br />is set to expire on September 26,n, 2013. Because these issues are still under study, <br />staff is asking the Council to extend the moratorium for up to an additional 18 months <br />(the maximum statutory period), or at the time when the City adopts amendments to the <br />code, whichever is sooner. <br />It is expected that the study and recommended ordinances will be forthcoming this fall, <br />but the City may extend the moratorium just once, so this recommendation would cover <br />the amount of time necessary to complete the research and bring appropriate <br />amendments to the City for review and adoption. <br />The City Council may cancel the moratorium at any time prior to the full 18 months by <br />adopting amendments, or passing a resolution to that effect if no amendments are <br />forthcoming. <br />To extend the moratorium, the Council must hold a hearing at its meeting on September <br />1111. Thus the formal action at this time is for the Council to call for that hearing. Brief <br />findings will be prepared for that hearing, authorizing the extension of the moratorium, <br />which would be adopted either than night on the 11th, or at the Council's meeting on <br />September 25th <br />
