The City Council had acted to approve a Conditional Use Permit <br />for automotive repair, with conditions related to parking as reviewed by the planner's <br />office and code enforcement. In conducting that review, it was discovered that the <br />applicant's site plan showed a total of 8 improved parking spaces, and a requirement of <br />17 spaces. The applicant had indicated that he would comply with that provision. <br />In following up with the applicant, his understanding was that the rear portion of the <br />property would qualify for "parking ", which he believed to include customer cars that <br />were being kept on site prior to service. However, under the definitions used by the <br />City, unpaved areas are considered outdoor storage. As such, the areas that will be <br />utilized for the storage of vehicles awaiting service are designated as outdoor storage <br />for the foreseeable future, but also as "proof of parking" for future needs in the event <br />that the building changes use and requires access to this area by customers or <br />employees. <br />For the time being, the applicant indicates that customers are not permitted behind the <br />building — the service technicians move the vehicles to a storage area once they have <br />been delivered to the front of the building. To document this situation, the applicant has <br />been asked to provide a marked -up site plan designating a portion of the rear (east) <br />side of the property for "proof of parking ".
