Developer shall attach the approved SWPPP to the third party purchase agreement to ensure full disclosure of this requirement to the third party. 23. The Developer shall install Plat monuments prior to the issuance of any building permits within the Plat. Said monuments shall be installed and certified by a registered land surveyor. Monument locations must thereafter be verified prior to the issuance of any Certificates of Occupancy for houses constructed within the development and again after completion of landscaping with replacement of any monuments no longer present 24. Developer shall instruct his engineer to provide adequate field inspection personnel to ensure the project is constructed in accordance with approved plans and specifications. In addition, the City's Engineer, at Developer's expense, shall also inspect the construction of Required Improvements for the purpose of certifying the same and recommending acceptance by City. Developer shall also complete construction staking for the project at Developer's expense. Required Improvements 25. The Required Improvements include: construction of gas, electric and telecommunication services; establishment of landscaping; and signage. Water and sewer service stubs shall also be provided to Outlot C as part of Little Canada Improvement 13 -08 as part of the overall project costs. Any lighting that may become an ongoing City expense shall be coordinated with the City and Xcel Energy to minimize future operational costs with Developer to bear system installation costs to allow City to attain Xcel Energy's "Customer Owned Group V" rate. All such Required Improvements shall be completed on or before October 1, 2013, at Developer's expense. Original plans or subsequent changes for said Required Improvements shall be provided to the City Engineer and shall be in accordance with City specifications and standards. 1-4 9 -
