Developer shall attach the approved SWPPP to the third party purchase agreement to ensure full <br />disclosure of this requirement to the third party. <br />23. The Developer shall install Plat monuments prior to the issuance of any building <br />permits within the Plat. Said monuments shall be installed and certified by a registered land <br />surveyor. Monument locations must thereafter be verified prior to the issuance of any <br />Certificates of Occupancy for houses constructed within the development and again after <br />completion of landscaping with replacement of any monuments no longer present <br />24. Developer shall instruct his engineer to provide adequate field inspection personnel <br />to ensure the project is constructed in accordance with approved plans and specifications. In <br />addition, the City's Engineer, at Developer's expense, shall also inspect the construction of <br />Required Improvements for the purpose of certifying the same and recommending acceptance by <br />City. Developer shall also complete construction staking for the project at Developer's expense. <br />Required Improvements <br />25. The Required Improvements include: construction of gas, electric and <br />telecommunication services; establishment of landscaping; and signage. Water and sewer service <br />stubs shall also be provided to Outlot C as part of Little Canada Improvement 13 -08 as part of <br />the overall project costs. Any lighting that may become an ongoing City expense shall be <br />coordinated with the City and Xcel Energy to minimize future operational costs with Developer <br />to bear system installation costs to allow City to attain Xcel Energy's "Customer Owned Group <br />V" rate. All such Required Improvements shall be completed on or before October 1, 2013, at <br />Developer's expense. Original plans or subsequent changes for said Required Improvements <br />shall be provided to the City Engineer and shall be in accordance with City specifications and <br />standards. <br />1-4 9 - <br />
