515 Little Canada Road, Little Canada, MN 55117 -1600
(612) 484 -2177 / FAX: (612) 484 -4538
January 22, 1993
TO: Mayor Hanson and Members of the City Council
FROM: Kathy Glanzer, Administrative Assistant
RE: Partial Pre - Payment of Assessments
MAYOR
Raymond G. Hanson
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
The question has arisen about partial pre - payment of assessments.
The City currently does not currently allow for partial pre - payment
of assessments. Assessment balances are either paid -in -full to the
City with the addition of no interest for up to 30 days after
adoption of an assessment or after 30 days have elapsed, certified to
the County Auditor for collection. Once certified to the County
Auditor, interest begins to accrue on the assessment. State Law does
not allow for partial payment of assessments once they have been
certified to the County for collection.
Should the Council desire, it can by ordinance allow for partial
pre - payment of assessments prior to certification to the County. If
partial payments are made within the 30 day time period, staff would
work with the County to ensure that the appropriate assessment
balances are certified correctly. Again please note that once an
assessment is certified, no partial payments can be accepted.
Page 6
