Mayor & City Council <br />Lake Street Improvements <br />Page 2 <br />* In the proposed assessment policy a provision <br />whereby prospective property owners can petition <br />for a continuance of a rural section street has <br />been provided. (A rural section street is a <br />street that does not meet city design standards.) <br />We have received such a petition from the Lake <br />Street property owners asking for the <br />recycle /overlay project with the addition of curb <br />and gutter at a maximum cost of $35.00 per lineal <br />foot. (This is option #4 in the previous <br />transmittals). By petitioning for this project, <br />it is expected that only a 3 /5ths vote of the <br />Council will be necessary to proceed whereas a <br />Council initiated project requires a 4 /5ths vote. <br />(The City Attorney will review the petition <br />situation prior to Wednesdays meeting.) <br />From the prospective of staff, the reconstruct option #1 <br />appears to offer the best economical solution for the <br />long -term. It provides a proper design section and width <br />which provides the City with more options for future work <br />while ensuring current and future residents an adequate <br />surface. While we recognize the cost implications to the <br />affected residents, we feel it is our obligation to take a <br />long -term view for the benefit of the entire City. <br />Should this option not be acceptable, the proposed <br />Assessment Policy has provided for petition by the <br />residents a lesser project with the full cost to be <br />assessed to the property owners. In considering this <br />option, I would strongly discourage the use of a overlay <br />with no correction to the existing surface or sub - surface. <br />Even if the property owners were to pay 100% of the cost, <br />this would be a short life street and would not provide <br />them with a reasonable return on their investment. <br />In regard to option #2, (patch and overlay) I feel that <br />this is a very risky project for the City to undertake. <br />Due to the existing deterioration of the surface, it may be <br />very difficult to properly patch the street without <br />destroying more of the road surface. With more of the <br />surface destroyed, we may end up removing the majority of <br />the existing bituminous surface or providing a less than <br />satisfactory job to the residents. Again, I do not feel <br />this project warrants additional consideration due to the <br />risk factors involved. <br />Page 18 <br />
