Hanson, City Administrator <br />DATE: January 8, 1993 <br />RE: Assessment Policy Revisions <br />Attached is a memo prepared by Mike Lynch, our City <br />Engineer, referring to a proposed revision to the manner by <br />which assessments are calculated for street reconstruction <br />projects. The basis for this proposed revision is the fact <br />that the cost per lineal foot for many street improvements <br />would appear to be higher than the estimated increase in <br />market value associated with the improvement. This is <br />caused by the poor soil conditions on some of the affected <br />streets. <br />To address this problem, we are suggesting that rather than <br />assess 80% of the cost of reconstructing the street, we <br />assess 80% of the cost of a "normal" 7 ton residential <br />street. This would eliminate factors such as drain tile, <br />excavation and replacement of gravel of over 8 inches in <br />depth as well as other items caused by abnormal soil <br />conditions. By doing so, we feel greater equity would <br />exist in the assessments between various streets and we <br />would be in a better position to justify benefits received. <br />Based on the information presented, this policy may need <br />further modification in order to properly address the <br />benefits received arguement. However, we are presenting <br />this proposal for you consideration in order that further <br />direction may be obtained. <br />Page 11 <br />
