PHALEN CHAIN OF LAKES WATERSHED <br />PROJECT ORGANIZATIONAL STRUCTURE <br />The organizational structure for this project includes four teams or committees, and a project <br />coordinator. The structure is complex because a large number of organizations and interests are involved <br />in the project, and a variety of tasks and expertise are needed to complete the Comprehensive Watershed <br />Management Project. <br />The coordinator serves to connect the groups and provide direction for their activities. The groups <br />communicate with each other through the coordinator, through common members, and through written and <br />verbal communications. <br />Coordination among the teams is facilitated by appointing some participants to be members of more <br />than one team. For example, one or more members of the DNR Interdisciplinary Team will also serve on <br />the Project Technical Advisory Committee. <br />The functions and membership of each group in the organizational structure are as follows: <br />PROJECT MANAGEMENT TEAM <br />This team functions to provide overall management for the project by managing budgets and <br />timelines, enlisting appropriate participation by partnership agencies, providing direction to the Coordinator <br />and similar tasks. The membership of the Project Management Team includes the cooperating partners in <br />the grant proposal funded by the McKnight Foundation that supports the Phalen Chain of Lakes Project: <br />❑ Ramsey - Washington Metro Watershed District <br />❑ City of St. Paul <br />❑ Minnesota Department of Natural Resources <br />❑ University of Minnesota —Dept. of Landscape Architecture <br />THE PROJECT STEERING COMMITTEE <br />The Project Steering Committee includes representation from agencies, organizations, and private <br />citizens in the watershed. Its tasks include understanding the historic and current conditions in the watershed, <br />developing a vision for desired future conditions for land use and natural resources and sharing this vision <br />with others, developing a set of action steps for reaching the desired future conditions, and advocating for <br />the implementation of the action steps and Watershed Project. These activities will lead to the development <br />of a comprehensive management plan for the Chain of Lakes Watershed. The Project Steering Committee <br />includes membership from the following groups: <br />❑ Local governments in the Watershed <br />❑ The private development community <br />❑ Environmental organizations and lake management organizations <br />❑ Watershed residents <br />❑ Minnesota Department of Natural Resources <br />❑ Ramsey- Washington Metro Watershed District <br />THE PROJECT TECHNICAL ADVISORY COMMITTEE <br />The Project Technical Advisory Committee includes members from the natural resource <br />management agencies working in the watershed. The Committee assembles and analyzes data on land, water, <br />and other natural resources in the watershed, and helps to present this information to the Project Steering <br />Committee. The Technical Advisory Committee also provides ongoing technical assistance to the Steering <br />Committee by answering their technical questions, and by reviewing and providing comments on proposals <br />and recommendations developed by the Steering Committee.
