Hanson <br />At the last meeting, a proposed policy relating to street <br />reconstruction and the assessment rates to be used was <br />distributed. (Please bring this material with you to the <br />Wednesday workshop.) For the workshop Wednesday night, I <br />would like us to initially focus on design criteria and the <br />standards we would expect for reconstruction of City <br />streets. I feel this is necessary in order for us to <br />determine what is the most economical, long -term solution <br />to this issue. <br />In that regard, we will be looking at items such as street <br />section, soil variables, drain tile, fabric, traffic <br />counts, loading factors, and other construction related <br />matters. From this information, we should determine what <br />the appropriate standards would be for City streets in <br />Little Canada under normal circumstances. <br />At this point, I would then recommend we consider the <br />financing implications of our decision. The financing <br />aspect must be considered from two standpoints: <br />1. <br />Benefits received to the affected property owner. <br />2. The City's ability to provide for its share of <br />project costs. <br />To this end, I will have a summary sheet prepared showing <br />potential sources of the City's portion of project costs <br />and infusions of money to those sources which are planned <br />for the future. I will also have an analysis of the <br />potential reallocation of the City's current $665,000 debt <br />levy to various areas which could support this type of <br />program. <br />Page 1 <br />
