Hanson
MEMORANDUM
TO: Mayor Hanson & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: May 7, 1993
RE: Frattalone Recycling Operation
While recognizing the fact that the issue of extending the
permit for the Frattalone recycling operation is very
controversial, I feel the Council needs to be aware of some
important factors should the decision be to grant an
extension of this permit. Specifically, I do not feel the
permit should be extended on its present basis without
having further discussions with Frank Frattalone regarding
the conditions by which this operation were to continue.
Some things we may want to consider in this regard are as
follows:
* Height of the piles
* Area of coverage
* Additional screening
* Potential of imposing a City fee associated with
this operation
* Any other issues which may be pertinent to this
matter
Should the Council deem it appropriate to allow the
operation to continue, I feel these types of issues should
be addressed before finalizing any decision. I would also
assume that Frank Frattalone would be willing to discuss
these matters as well. If the decision is to not allow the
extension of the permit, then these issues merit no further
attention.
JRH:kpv
cc: Frank Frattalone
age 6
