MINUTES <br />PLANNING COMMISSION <br />MAY 13, 1993 <br />The City Planner reported that following the standards <br />of the Shoreland Ordinance, it would be possible to <br />develop 19 lots along the shoreline. <br />Cora Remerowski expressed concern about public access <br />to the lake. <br />Jim Ryerson, 279 Twin Lake Trail, questioned why Pratt <br />Homes was proposing twinhomes on the Little Canada <br />portion of the Mitchell property and single - family <br />homes on the Vadnais Heights portion. Ryerson felt <br />there should be a continuance of zoning on the lake <br />just like there is on other lakes in Little Canada. <br />Ryerson reported that the property was zoned R -1 when <br />he purchased his lot and he anticipated the continued <br />R -1 zoning of this area. Ryerson stated that he was <br />opposed to the rezoning of the property for townhouses. <br />In his opinion there was no practical benefit under the <br />rezoning except perhaps to the property owner and <br />developer. Ryerson pointed out that the development <br />will not serve to enhance the lake or the environment <br />of the lake, and there is the question of safety on the <br />roadway. <br />Aleks Klidzejs, 3244 Twin Lake Blvd., reported that the <br />south side of the lake was originally zoned as a <br />natural area requiring certain sized lots, and was then <br />rezoned to a more condensed area. Now there is a <br />request to rezone the other side of the lake to allow <br />townhomes. Klidzejs asked if the next step would be to <br />rezone to allow apartment development. Klidzejs <br />reported that he has seen 3 or 4 rezonings of property <br />around the lake, and each rezoning has been worse than <br />the previous. Klidzejs was worried about apartment <br />development on the lake. <br />The City Planner reported that R -2 zoning allows for <br />single - family or two - family development. <br />Dan Larson, 185 Twin Lake Trail, reported that he was <br />not interested in seeing townhomes developed on the <br />lake, and asked what the criteria would be for rezoning <br />the property. <br />DeLonais reported that the Comprehensive Plan, which <br />was developed in 1979, calls for single - family <br />development of this property. However, Mr. Pratt has <br />requested consideration of a rezoning for townhome <br />development. The City must give consideration to that <br />request. <br />The City Planner reported that the Zoning Ordinance <br />dictates the criteria for when a rezoning should be <br />considered. The Comprehensive Plan also sets the land <br />use policies for the City. In this area, the Comp Plan <br />page 8 <br />
