• • MINUTES CITY COUNCIL October 25, 1989 Mr. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 89 -10 -522 - INSTRUCTING THE CITY PLANNER TO INITIATE THE APPROPRIATE PROCESS TO AMEND THE CITY'S COMPREHENSIVE PLAN TO REFLECT THE REZONING OF 89, 83, 77, AND 73 WEST COUNTY ROAD C FROM B -3 (GENERAL BUSINESS) TO R -1 The foregoing resolution was duly seconded by Mrs. Scalze. Ayes (5) Blesener, Scalze, Collova, Fahey, LaValle. Nays (0). Resolution declared adopted. RECESS At this point in the meeting, 9:03 P.M., Council took a short recess. The meeting was reconvened at 9:12 P.M. SENIOR Mr. Ken Barthel, President, Barthel Construction, CITIZEN appeared before the Council to present a proposal HOUSING for the construction of a senior citizen housing PROPOSAL project within the City. Fahey pointed out that the City has received reports from the City Planner cautioning the City about the financial arrangements proposed for the senior housing project, and Fahey reviewed the October 23rd report submitted by the Planner. Mr. Skip Sorensen, architect representing Barthel Construction, reported that the proposal is for a 98 to 102 unit apartment building. The building would be three -story with underground parking for 75 to 78 vehicles. There is a visitor parking area proposed with 25 to 28 spaces. Sorensen described the site which consists of 3.85 acres and its location. Sorensen described the building itself and the amenities planned, which include storage rooms, security system, air - conditioning, community room, card room, library area and health care area. Sorensen felt the location was good, had the necessary services, and pointed out that the proposal meets the City's zoning requirements. Fahey pointed out the limited amount of parking at the City's existing senior building. Fahey asked if there was a need for the amount of parking that Barthel is proposing. Page 19 Page 62
