Mr. Joel Hanson <br />8 February 1993 <br />Page Two <br />In the following section, we have put together an estimate of the <br />time and costs relating to the preparation of the Comprehensive <br />Plan Update. This program is developed with the view that the <br />public and the Planning Commission will have a strong role in the <br />formation of Plans and Policies which will eventually make up a <br />major portion of the document. The citizen participation aspect of <br />the process is critical in that it helps assure that. the <br />Comprehensive Plan reflects the goals and objectives of the <br />community rather than the Consultant. We view our role as one of <br />a project coordinator, developing the document out of the vision <br />set by the City, then working to establish a feasible <br />implementation program for the plans and programs. <br />Comprehensive Plan Update <br />Project Outline <br />I. Inventory of Existing Land Use, <br />Community Facilities, Environmental <br />Conditions, Economic Conditions, <br />and Demographics. <br />II. Issues Identification from Inventory <br />and Workshops with Planning Commission <br />City Council and City Staff. <br />III. Policy Formulation based upon Goal and <br />Policy Setting Sessions with the City. <br />IV. Development Framework preparation for <br />such elements as the Land Use Plan, <br />Transportation Concept Plan, Community <br />Facilities Plan, as well as incorporation <br />of existing Plan documents such as the <br />Parks Master Plan. <br />V.
