Permits would be needed for the cul- <br />de -sac fill encroachment, as well as for the stormwater outfall <br />structure. I am sending you a fact sheet regarding placement of <br />fill for road crossings. Our initial reaction to this proposal <br />would be to move the road to the east, which would eliminate the <br />need for fill within the DNR protected wetland. We also realize <br />that this alternative may cost the loss of a lot. I think the <br />applicant would have a difficult time proving that there is no <br />alternative that has less environmental impacts. The City of <br />Little Canada would have to be the permit applicant. <br />In general permits that are issued for stormwater outfall <br />structures must contain some pre - treatment of the stormwater prior <br />to discharge to protected waters. This can be accomplished through <br />the use of settling ponds. The Watershed District will review the <br />plans for consistency with the Wetland Conservation Act <br />requirements. <br />Thank you for the opportunity to review this proposal.
