FLANAOAN <br />Woo -1074 <br />You asked me to summarize how the use of dock facilities <br />could be controlled in a "townhouse" development. <br />The question was raised in the context of your study of a <br />parcel of land on Twin Lake in Little Canada. You believe the <br />site is well suited for your usual higher -end townhomes. One of <br />the obvious amenities to offer on this site would be a dock with a <br />limited number of slips for use of residents. <br />Neighbors' Concerns. <br />Neighbors on the lake have expressed concern that a dock <br />which is part of a townhouse association would be difficult to <br />regulate, would be the source of noise and nuisance and would <br />intrude on the existing pattern of lake usage. <br />My Background. <br />By way of background for other readers of this letter, I <br />should mention that I have prepared the documents for numerous <br />townhouse and condominium projects in the Twin Cities over the <br />last 20 years and am considered a local authority on the subject. <br />I have also had the advantage of representing all possible parties <br />to townhouse developments, including builders, municipalities, <br />lenders, individual owners and homeowner associations. <br />Page 73 <br />
