Hanson <br />In completing our first full year of administration in <br />association with the regulation of charitable gambling, <br />$4,172.22 was expensed to this program for personnel <br />costs. In order that the General Fund not become dependent <br />on this source of revenue on an on -going basis, it would be <br />my recommendation that proceeds from the 3% Gambling Fund <br />equaling that amount be transferred to the General Capital <br />Improvement Fund. I would recommend that this be done on a <br />continuing basis for each year this program is in effect. <br />My rationale for this transfer relates to the fact that our <br />personnel costs will not decline dramatically should we no <br />longer be involved in administration of charitable <br />gambling. Therefore, the General Fund should not become <br />dependent upon this source of revenue. Furthermore, by <br />utilizing that money in the General Capital Improvement <br />Fund, we are providing an additional source of funding to <br />address needed capital expenditures. This will help to <br />alleviate taxpayer burden in this regard. <br />Should you have any comments or questions regarding this <br />recommendation, please feel free to discuss this with me <br />prior to Wednesday's meeting. <br />JRH:kpv <br />Page 42 <br />
