The trail <br />will still be at least 30 feet from <br />the back yards, most of which are <br />fenced." <br />But Bednarek said the shift will <br />And Merle may be right about <br />taxpayers' willingness to pay for <br />more police. <br />"When I came to town six years <br />ago, we had 15 full -time police <br />officers," Chief Sullivan said. <br />"Now we have 22." <br />EAGAN <br />• <br />Bow - and -arrow deer <br />hunting plan is killed <br />BILL GARDNER STAFF WRITER <br />The Eagan City Council has <br />changed a long- standing tradition <br />by voting not to allow bow- and -ar- <br />row hunting for deer within the <br />city limits. <br />The council majority decided <br />last week that Eagan has become <br />too urbanized for bow hunting. <br />"We have to change with the <br />times," Mayor Tom Egan said. <br />In previous years the city grant- <br />ed special bow hunting permits. <br />Each year the City Council consid- <br />ered the issue and in recent years <br />had approved bow hunting by a <br />3 -2 vote after considerable discus- <br />sion. <br />This year Egan changed his po- <br />sition because he became con- <br />vinced bow - and -arrow hunting was <br />a very inefficient means of con- <br />trolling the growing deer herd in <br />the city. Only four hunters had <br />applied for bow hunting permits. <br />Now no permits will be issued. <br />"I'm extremely concerned about <br />the number of deer - related acci- <br />dents," Egan said. "But I came to <br />the conclusion that I personally <br />could no longer justify the continu- <br />ation of bow - and -arrow hunting on <br />the theory that it regulates the <br />deer population.' <br />In addition, Egan said he was <br />concerned that deer wounded by <br />arrows would live a long time in <br />an injured and diseased condition. <br />"The deer will die a slow and <br />painful death," Egan said. "That's <br />not exactly sport." <br />The city will continue to cooper- <br />ate with the Minnesota Depart- <br />ment of Natural Resources, which <br />holds annual special deer hunts in <br />the Minnesota River Valley areas <br />of Eagan, Mendota Heights, <br />Bloomington and Burnsville. <br />Jon Parker, DNR area wildlife <br />manager, urged the City Council <br />"The deer will die a <br />slow and painful <br />death. Claims that bow hunting is <br />inhumane "were very much over- <br />stated," he said. <br />In previous years, bow hunters <br />could take two deer apiece in the <br />Eagan area, but the regulations <br />have been changed to allow five <br />deer for each bow hunter this <br />year. <br />Parker said the deer population <br />in Eagan seems to have increased <br />slightly in recent years. The spe- <br />cial DNR hunt this season in the <br />Minnesota River area is scheduled <br />for Oct. 30 -31, Dec. 4 -5 and Jan <br />8 -9. <br />The DNR plans to take from 150 <br />to 220 deer during the special hunt <br />this season, with DNR sharpshoot- <br />ers making up the difference be- <br />tween the goal and the number of <br />deer that regular hunters kill, <br />Parker said. <br />Eagan has 53,000 people and <br />has grown rapidly over the past <br />decade, becoming more urban <br />each year. <br />"It seemed that that particular <br />sport just no longer had its place," <br />City Administrator Tom Hedges <br />said. <br />Council Members Sean Hunter <br />and Pat Awada voted to allow <br />bow - and -arrow hunting for deer in <br />the city.
