Hanson <br />Attached is the assessment roll for the Costa Lane <br />project. Once again, the proposed assessment of $9,135 per <br />lot is under the estimated amount of $10,408 per lot due to <br />the excellent bid prices we received. It should also be <br />noted that there are no City costs associated with this <br />project as it is being 100% assessed to the benefitting <br />properties. <br />The Costa Estates developer is picking up 21 assessments <br />associated with this project. David Wright is picking up <br />the assessments associated with 2 lots. Waivers of Right <br />to Appeal Special Assessments have been executed relative <br />to this project. <br />The only concern with this roll relates to the inclusion of <br />the DeSoto Street cost overrun in this assessment amount. <br />After reviewing the completion of the Desoto Street <br />project, we had under assessed the project based on actual <br />construction costs. Those costs attributable to the Costa <br />development were $11,890. That cost is included in the <br />proposed assessment roll. If that amount were deleted, the <br />proposed assessment would drop by $516.96 per lot. It is <br />my feeling that this amount should be included because <br />costs were incurred relative to the overall development <br />concept. The developer may not agree with my opinion. <br />Therefore, the Council may have to make the final <br />determination. I will be meeting with the developer to <br />discuss this situation with him so he is clear as to my <br />intentions. <br />Should you have any questions regarding this matter, please <br />let me know. <br />JRH:kpv <br />Page 55 <br />
