RESOLUTION SUPPORTING THE RAMSEY COUNTY SHERIFF DEPARTMENT'S <br />SUBMITTAL OF A GRANT FOR THE POLICE HIRING SUPPLEMENT PROGRAM <br />BE IT RESOLVED, by the City Council of the City of Little Canada, <br />Minnesota, as follows: <br />WHEREAS, the United States Department of Justice has recently <br />implemented a competitive grant program called the Police Hiring <br />Supplement Program whose goals are to increase the number of law <br />enforcement officers, improve the long -term ability of law <br />enforcement agencies to engage in community policing, and improve <br />public safety through innovative crime prevention; and <br />WHEREAS, the Ramsey County Sheriff's Department provides public <br />safety service on a contract basis to several cities located north of <br />St. Paul, Minnesota, whose combined population exceeds 70,000; and <br />WHEREAS, there is a growing need throughout these cities to add <br />sworn law enforcement officers to develop and coordinate neighborhood <br />crime prevention programs and target certain high crime areas within <br />these cities through community oriented policing; and <br />WHEREAS, local funding is currently not available to address <br />these needs due to significant increases in public safety <br />expenditures in recent years to add investigators and other police <br />personnel to address community needs; and <br />WHEREAS, current staffing levels for police officers are <br />significantly below the national and state standards for law <br />enforcement agencies. <br />NOW, THEREFORE, the City Council of the City of Little Canada, <br />Minnesota does hereby support the Police Hiring Supplement Program <br />grant application submitted by the Ramsey County Sheriff's <br />Department. <br />Attest: <br />Raymond G.
