MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 9, 1993 <br />for the Plan. <br />Schletty felt use of the plan would increase if the <br />Plan were updated and current. Schletty felt that the <br />Commission is a reactionary one at this point and <br />updating the plan would make the City Council and the <br />Commissions more pro- active. <br />The primary issue identified is where do we want to go <br />as a City from a development /redevelopment standpoint? <br />The reasons developed by the Commission as to why the <br />plan should be updated are as follows: <br />*To have a valid, usable document; <br />*To determine what is appropriate development; <br />*To be pro- active rather than re- active; <br />*To allow for consistent judgments on the part of <br />policy- makers; <br />*To be used for infrastructure planning; <br />*To keep the City Council, Planning Commission, and <br />Parks and Recreation Commission working together; <br />*To be used for targeting redevelopment; <br />*To recognize changes that have occurred since the <br />last Comp Plan was developed; <br />*To update the City's development standards; <br />*To provide a means for community involvement/ <br />commitment; <br />*To recognize the values of the increasing diversity <br />of the community. <br />The Commission developed a list of consequences of not <br />updating the Comp Plan. Those reasons are as follows: <br />*The City will continue to spin its wheels; <br />*The City will continue to be reactive; <br />*The City will continue to be inconsistent in <br />decision - making; <br />*There will be no common set of rules and guidelines <br />the varying bodies need to use; <br />*Lack of a plan will cost the City dollars in <br />redevelopment and make the City uncompetitive; <br />*There will be poor development decisions made; <br />*Development opportunities may be missed. <br />Schletty pointed out that there have been discussions <br />for the past year on the need to update the Comp Plan. <br />The City Administrator agreed, pointing out that at the <br />joint Council and Planning Commission workshop held <br />earlier this year, the commitment to update the plan <br />started coming together.
