MINUTES <br />CITY COUNCIL <br />SEPTEMBER 22, 1993 <br />Scalze suggested that it could be that increased <br />development is leaving less area for the deer. <br />The Administrator reported that he has talked with the <br />DNR about this problem, and they never indicated that <br />there was a program that would reimburse farmers for <br />crop loss. They did indicate they would provide some <br />help with temporary fencing, if there was the <br />understanding that permanent fencing would be <br />installed. <br />It was noted that the City of Vadnais Heights will <br />issue bow and arrow licenses to farmers who are having <br />a problem with deer. <br />The City Attorney reported that the City would have to <br />amend its ordinance to allow the discharge of a lethal <br />weapon in the City. <br />Morelan felt that given the geographic location of the <br />problem, he did not think that was a good idea. <br />The City Administrator pointed out that the DNR could <br />conduct a controlled kill, but that would require the <br />City's approval and participation. <br />FIRE LaValle reported that the City has received an <br />INSPECTION application from an individual who is interested in <br />PROGRAM doing fire inspecting for the City. This applicant <br />appears to be well - qualified, and LaValle reported that <br />he informed the applicant that the job pays between $7 <br />and $8 per hour. <br />Scalze stated that she thought the City had initially <br />talked about three fire inspectors. <br />The City Administrator reported that this was correct, <br />and a salary of $7 to $8 per hour was discussed. The <br />City advertised the fire inspector position, and only <br />one application was received, although initially three <br />had expressed interest. The three interested parties <br />expressed concern about the rate of pay at $7 to $8 per <br />hour, and the one applicant indicated that that pay was <br />unacceptable. The Administrator indicated that if it <br />is the desire of the Council, the search could be <br />expanded for additional inspectors. With regard to the <br />rate of pay, the Administrator reported that there was <br />no interest in the position at $7 to $8 per hour. <br />Therefore, he looked at the Stanton report, comp worth, <br />and other factors, and $10.50 per hour was established. <br />Morelan asked if the position was part -time. <br />Page 25 <br />Page 24 <br />
