MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 9, 1993 <br />be adequate screening. <br />DeLonais asked if boulevard restoration had been <br />completed in the park. <br />The Administrator was not sure the restoration work had <br />been totally completed. <br />DeLonais pointed out that the City wants the park <br />cleaned up, and one factor is fencing. DeLonais <br />supported allowing chain -link with slats for screening <br />of outdoor storage. DeLonais indicated that he <br />preferred chain -link to wood fencing because of the <br />variety of wood fencing that is available. DeLonais <br />felt that the property owners would have to worry about <br />the security issue, which he believed not to be a big <br />issue. <br />The Commission discussed mandating the color of slats <br />that would be allowed, but decided against it. <br />Drabik again asked about landscaping in front of a <br />chain -link fence. <br />DeLonais pointed out the ash in the park and felt that <br />plant materials would be difficult to maintain. <br />The Planner agreed that the maintenance issue for <br />landscape materials would be a problem. <br />Knudsen felt that the areas that need to be screened <br />should be defined. Knudsen pointed out the lack of <br />screening in the park, and felt this may be a lack of <br />definition on the City's part. <br />The Planner pointed out that the ordinance was changed <br />about three years ago which required wood fencing for <br />screening. <br />Keis asked if some of the properties would be <br />grandfathered in. <br />The City Planner replied that that would be a policy <br />issue. Proper screening of outdoor storage has been a <br />requirement for some time. <br />Keis asked if the Commission felt that wood should no <br />longer be acceptable. <br />Knudsen felt that maintenance of landscaping needed to <br />be addressed, pointing out that it doesn't matter what <br />type of fencing is installed if lawns around the <br />Page 4 <br />
