Lauderdale, Little Canada. Maplewood, Roseville and Shoreview
August 9, 1993
Mr. Joel Hanson
City Administrator
Little Canada City Hall
515 Little Canada Road
Little Canada. MN 55117
Dear Joel,
On behalf of the North Suburban Senior Council, Inc. (NSSC), cosponsor of the Roseville Area
Senior Program, I wish to submit the following proposal for your review and submission to the
Little Canada City Council. The North Suburban Senior Council was established in 1975 as a non-
profit 501(c)(3) corporation with the sole responsibility of providing leadership and securing
funds from a variety of sources for the Roseville Area Senior Program.
In 1986 the Blockworker Outreach Program was established by the NSSC as a neighbor- helping-
neighbor concept utilizing volunteers to visit older residents on their block at least once a month to
provide free written information on community resources, activities and services as well as to be a
resource to the resident The overall purpose of the Blockworker model is to foster and promote a
self- sufficient neighborhood environment that enables older adults living in their own homes to
maintain meaningful, independent lifestyles.
In 1988 a Service Coordination Task Force made up of senior citizen service providers,
representatives from municipalities, senior citizens and others, was established to look at the needs
of senior citizens in the north suburban area of Ramsey County. One of the major needs identified
was that of reaching out to isolated older adults in the community so they may learn more about
service's and p cgrams avaiiabie to them. From the recomme ;elation of ties committee the NSSC
applied for, and received, a Federal Older Americans Act Title III grant in 1989 to expand the
Blockworker Outreach Program into more neighborhoods of our service area the Roseville Area
School District 623. After the granting year other funds were secured however those funds lasted
only one year and NSSC took on the full financial responsibility of the Blockworker Program. The
NSSC Board of Directors felt then and still feels that this program is very important and vital to
linking potentially isolated older adults to programs and servcies necessary to maintaining
independence.
Currently, there are about 60 volunteers visiting about 620 residents each month throughout our
service area. Little Canada has 60 residents visited by two volunteers and one staff (we are 4
currently seeking more volunteer blockworkers in this area).
AUG 11 1993
The Roseville Area Senior Program is the only multipurpose senior center, designated a community;; -
n
focal point, which provides a comprehensive range of services and programs for older adults in
your community. The mission of the Roseville Area Senior Program is to provide quality programs
Page 26
North Suburban Senior Council. Inc. and Roseville 'Area Schools, Community Education
