Director, Girls Activities <br />MEMORANDUM <br />TO: Joel Hanson, City Administrator <br />FROM: Jim Morelan, Parks & Recreation Director <br />DATE: October 18, 1993 <br />RE: Grant Application: Board of Government Innovation and <br />Cooperation <br />INTRODUCTION <br />The 1993 State Legislature allocated $1.2 million from the Local <br />Government Trust Fund to be used for cooperative agreement grants. <br />The purpose of this report is to request City Council support for a <br />grant application for the purpose of providing recreational <br />activities and programs for children with disabilities. <br />BACKGROUND <br />The 1993 Legislature established a Board of Government Innovation and <br />Cooperation to allocate the funds to applicants in the general areas <br />of: <br />1) Service sharing - start up costs of service sharing <br />agreements; <br />2) Service budget management models - model plans for <br />innovative service delivery and management; and <br />3) Cooperation planning grants for the extraordinary costs of <br />establishing a cooperative effort. <br />The application to be submitted falls under the first category - <br />service sharing start up costs. <br />The cities of Little Canada, Maplewood, Roseville, Woodbury, Oakdale, <br />and North St. Paul and their respective school districts are <br />currently working on a cooperative program to provide adaptive <br />recreation and leisure services for persons with disabilities. Each <br />agency reviewed the variety of programs that they offer to the <br />public, and they found that a gap in recreation programming exists. <br />Page 31 <br />
