Hanson <br />DATE: Thursday, October 21, 1993 <br />RE: Green Value Development Agreement <br />Attached is the proposed development agreement for the <br />Green Value Subdivision. The agreement is in a similar <br />format to other recent development projects. I believe we <br />have addressed all of the unresolved concerns expressed in <br />the development approval process. Therefore, I would <br />recommend approval of this agreement as presented. <br />One matter I do want to make the council aware of relates <br />to a recommendation from Ramsey County whereby they are <br />requesting an additional ten feet of right -of -way for <br />Little Canada Road from this subdivision. We have reviewed <br />this matter with the city planner and he has informed us <br />that this would cause a number of problems with the plat as <br />approved. I also contacted Dan Soler of Ramsey County <br />Public Works and asked the basis for this recommendation. <br />He indicated to me that it is ultimately the city's <br />decision and that they routinely list these types of <br />recommendations based on a master transportation plan <br />prepared back in 1980. In this plan, Little Canada Road <br />was supposed to have 43 feet of right -of -way from the <br />center line instead of the 33 feet now existing. He <br />indicated this additional width could affect the placement <br />of sidewalks along this area. He noted that if additional <br />right -of -way is needed for sidewalk placement or other <br />improvements, the city is responsible for the additional <br />costs associated with that right -of -way. <br />In reviewing this matter at a staff level, we feel that the <br />additional right -of -way is not warranted due to the fact <br />that the street was recently improved, the existence of <br />paved shoulders along this route, and the fact that we have <br />a ten foot drainage and utilities easement around the <br />Page 57 <br />
