1fE IH ff ASSO(IMUUS
Memo
HOMII
TO: Honorable Mayor and City Council Members
FROM: Lee Elfering, City Engineer
DATE: September 6, 2013
RE: Water and Sanitary Service to 555 Little Canada Road
Accept 100% Petition
The above referenced lot, 555 Little Canada Road, was created as part of the Hout
Subdivision several years ago. The lot is currently undeveloped and the closest
mainline sanitary sewer and watermain for providing service to the lot are on the south
side of Little Canada Road. Due to the impacts of the road improvement project
currently underway we contacted Denny Claridge with Pinot Properties, LLC, the current
property owners, to discuss having the services extended at this time. This would allow
the services to be installed without incurring any of the street removal or replacement
costs that would be necessary if the services were done separately at another time.
The property owners agreed that the services should be installed at this time by the
Contractor on site. The estimated cost provided by the street Contractor was accepted
by the owner and staff indicated that all costs would be the responsibility of the owners.
They inquired if the costs could be assessed, and staff agreed that it would be a benefit
to have the services installed at this time and that assessment of the costs was a
reasonable request. Due to the short timeframe we asked the owner to provide a 100%
petition for the project and agree in writing to paying for all the costs associated with the
services.
The services are necessary to allow development of the lot and their installation as part
of the street project will save the cost of street removal and replacement in the future
making this the most economical time for their installation. The owners have provided
the 100% petition and have agreed to the assessment of all the costs. Therefore, we
are asking the City Council to accept the 100% petition for the extension of water and
sanitary sewer service to 555 Little Canada Road and call for the public hearing to allow
for the assessment of those costs.
If you have any questions please call me at (763) 780 -0450 extension 3.
10062 Flanders Court NE — Blaine, MN 55449— Ph: (763) 780 -0450 Fax (763) 780 -0452
Memo- 000613 -CC (Petition & Public Hearing Approval)
1
