202. ADVISORY PLANNING COMMISSION 202.010. ESTABLISHMENT OF COMMISSION APPOINTED MEMBERS. An Advisory Planning Commission is hereby established, consisting of not more than nine (9) seven (7) members, to be appointed by the City Council. 202.020. RESIDENT WITHOUT ELECTIVE OFFICE. Each member of the Advisory Planning Commission shall be a resident of the City who does not hold any elective office. 202.025. APPLICANT INTERVIEW PROCESS. Applicants to the Commission shall be interviewed by the Mayor, any City Council Members wishing to participate in the interview process, the Chair or Vice Chair of the Commission, and the City Administrator. 202.030. TERM OF OFFICE, NUMBER OF TERMS, AND VACANCIES. Each member shall be appointed by the Council and shall hold office until his /her successor is appointed and qualified expiration of his /her term. Members shall serve for a term of three (3) years. The term of Each member may serve for no more than three (3) consecutive three (3) year terms. In case of a vacancy during the term of office of' any member of the Commission, the City Council shall appoint a new member to serve the remainder of the term. A vacancy shall exist if any of the following occur: death; residence outside of the City; resignation; and disability or failure to serve; or removal from office. A failure to serve shall be deemed to exist if any member is absent from three consecutive meetings or is absent from four meetings in a calendar year. Commission members shall be subject to removal with or without cause by a majority vote of the City Council. • 202.040. NO COMPENSATION. without the times and places they may determine. Members of the Planning Commission may receive compensation as the City Council may provide by resolution. 202.045. ORGANIZATION AND MEETINGS. The Mayor shall annually recommend to the Council a member of the Commission to serve as Commission Chair. The Council shall then appoint a Chair. The Commission shall annually elect one member to serve as Vice Chair The Vice Chair shall assume the Chair's responsibilities in that person's absence. The Commission shall hold at least one regular meeting each month, unless an adjustment in this meeting schedule is deemed necessary. A record of Commission meetings shall be maintained and forwarded to the City Council. 202.050. ADMINISTRATOR FOR COMMISSION. The City Administrator shall act as 202 -1
